Apartment handover- independent 'damage' evaluation?

Hi all,

I am moving out of my apartment and the other person is staying (we are both equally on the contract). The agency said this will be only a 'transfer' of the contract and not actual termination. For this reason, there will be no official 'apartment handover' with a protocol or damage assessment. Now my flatmate is demanding me to pay a certain amount of money so he would be willing to 'take over' the apartment. There are no damages apart from the normal wear and tear as we have only lived there for a year. I also don't see why I would need to cover any costs by myself.

My question is: is there a service that would be able to assess the apartment for potential damages and issue a quote? Or would that be the task of house-insurance company (we do have an insurance)? Does the insurance typically cover these normal use damages?

It is complicated situation with this kind of contract.
As long as he is willing to sign the contract transfer, go for it. Otherwise it can be complicated for you. Unless he is demanding insane amount.
