Moving out, was asked to pay for changing address

After notifying my sublessor that I'm moving out, she told me that I have to pay her for two documents (30chf each) to notify the municipality and the administration of the building that I'm changing my address. I wanted to know if that's normal, since I've moved places before and this is the first time I hear about anything like that.

Never heard of it. Never been asked for such payments.

You must do your own deregistering at the municipality (but I guess you know that anyway).
The landlord's legal duties to do these things as well are not your problem.

I'd refuse to pay, but I'd still spend a few chuffs in sending it in writing in a certified letter, sort of a pre-emptive move.

It is the cost of renting out a place and has been paid with the rent. No need to pay it twice. I wouldn't waste money on a registered letter. At least not at this stage.
