No ground connection for kitchenette

I recently moved to an apartment in Geneva. The previous person renting it was using a gas kitchenette, but I bought an electric one. Apparently today the Fust installer did not do his job because the connection only had 2 cables instead of three.

According to the agency it is enough. They are asking the installation guy to come back and combine ground and neutral cables. As far as I am reading this is quite dangerous for several reasons.

Is this the usual case in this country or what?
