Building permit, who pays and when?

Due to unforeseen issues with my builder, who we are fighting through the courts now, the building permit they raised for our house project expired this week. From the mailing (from baupolizi), its unclear who and when money needs to be paid to them (baupolizi). Would the build have had to pay when they submitted the permit or do we pay only now that it's cancelled..? Yes, I can ask them.. Just thought I would here first...
