Garden planters question

Our terrace has this retaining wall facing the rear paved area of the property. This is the back of the property, but can be seen by others from their terrace. It is approximately 8m long. I am tempted to purchase four or five 80x25cm plastic planters to place on this wall for a little vegetable, herb, and flower gardening. Does anyone see this as a potential issue with my neighbors? I thought I would check here before checking with the reggie and my neighbors, who don't speak to us.

I cannot see an issue if their view is not affected. Do you really want to ask the reggie? They may say no just in order to avoid conflict. Can you resolve the not speaking to the neighbours situation?
