Notary fees for off-plan purchase

We are in the process of purchasing an off-plan apartment in the canton of Geneva. According to the Notaires de Genève for the promise of sale and purchase "promesse de vente et achat" we already need to pay around 5,000 swiss francs in taxes, registry and the notary fees.

I have two questions about this:
  1. Will these 5,000 be considered later on when we sign the final sale? or is this a separate, additional fee?
  2. The sales manager says that this fee of 5,000 should also be impacted by the CASATAX, but all the information I have found is the CASATAX discount on the final sale. Would the tax (around 50% of these 5,000) be reduced already? or is the full discount applied only on the date of the sale?

Why not ask the notary, registry and seller that? If you're paying a bunch of fees, the least you can expect is a proper breakdown of the details.

For the notary, I would expect them to charge for each piece of work, so there will probably be another fee for the actual confirmed purchase later.

I assume registry fees come from the commune due to you getting some sort of rights to the place or registration of the purchase agreement? I would expect further fees when the final transfer takes place.

For the taxes, you would not expect to pay twice - tax is clearly based on some sort of financial gain or transfer. I'm not actually sure why you would pay tax now, I would expect that to only take place when you take ownership of the property. Unless at this stage you get part ownership?
