Loud music before 10pm, loud music after: advice?
 
Hey folks, I've got a situation that's not as clear cut as I would like. Living in Duebendorf, right at the edge of Zurich if that matters, in rented row houses (own front door but shared walls).

Our new-ish neighbors for the last 5 months are not great with noise. 4 young girls, shared apartment, massive speakers. Their purpose in life appears to be sitting outside/inside drinking beer and blasting music.

The party kicks off around 7, music loud enough to clearly hear it through the walls (like the lyrics and all). At 10 pm, if we text them, they'll turn it down... but I can still clearly hear the music throughout the apartment (no lyrics tho). They'll usually go to about 2-3 am.

We've talked to the girls several times, informed the Verwaltung once, and someone else called the police on them for a particularly bad session. They seem to think anything before 10pm is fair game and after 10pm is fine provided they can't hear their music outside their front door. (We've managed with protest to sometimes turn it down before 10pm but even then it's still loud.)

So we have two problems: before and after 10pm.

Before 10pm: our contract specifies "Zimmerlaut" during the day, but even I don't find that practical as a hard rule. So problem one: what can we realistically expect to be enforced? I was asked if I play a musical instrument when we got the contract, so I can't believe blasting music through my wall for hours is considered acceptable. At the same time... I doubt the police would do anything at 8pm, and I'm not sure how effective the Verwaltung route can be.

Has anyone had success here? We're noting issues down now, but I dunno if just emailing them over and over is gonna yield results. One option is to blast music at 7am on the night after, but I get the feeling these folks would just ratchet it up.

After 10pm: are the police an option? They seem to be afraid of the police, but I'd basically have to get the guy into my apartment to hear it. It's clearly too loud but if you're at the front door you could be forgiven for thinking there's no problem. At the same time, if it was a 5+ story building all the noise is through walls and floors and I *never* had a problem in these, so some enforcement is going on.

How would folks play this?

Before ten, discuss things with them nicely - perhaps invite them to come into your apartment to hear the volume, they might not appreciate how loud it really is in there.

After ten, begin by discussing nicely, again with the above invitation to check out the actual volume. With repeated requests, call the police.

When inviting them in to listen, be sure to not seem too creepy ... ;)

Yes. Good advice from araqyl. I've seen this work when the quiet-seeking neighbour did exactly this.

She also told them about times when the noise would definitely not bother her, because she was typically out, then, or busy with noisy activities, herself. That gave them a bit of room to know that at least some of the time it'd be completely okay with her (although perhaps not with other neighbours, but that's not her problem) if they listened to their music loudly.

Actionable advice, thanks folks!

Thinking over last night's (exciting!) discussion it's become apparent the girls really think "Nachtruhe" really means "just a bit quieter, come on it's Friday/Saturday". One of the nicer but very drunk girls confided they view this apartment as their chance to get a piece of the good life (paraphrasing), and their expectation is frequent parties. So OK, so we'll try but unfortunately I don't think it's a misunderstanding.

Do you see any value in the Verwaltung route? Or is the occasional fine our best bet in change behaviors?

This is very difficult situation. I have been there. Verwaltung often does not care and police is not always on your side, sometimes police is pissed about being called in for such "simple thing". Especially if by the time they arrive sound is tuned down.


You might need to hit them back, perhaps do concrete drilling at 08:00 after they had prolonged party. Other neighbors might join in.
