Water meters in new-build flats

I've just found out that our new-build flat which is one of eight does not have either a separate water meter or a seperate meter for the hot water and underfloor heating.

This means that all eight flats share the heating and water costs, irrespectively of how much they consume.

This strikes me as a bit strange in a country where the general belief seems to be - you use it, you pay for it (which, I think, generally, is a good thing as it discourages waste).

I think it has been done, in our case to save the developer costs.
He said in the long run, it was cheaper to do this than pay someone to measure and work out the bills.

Anyway, it seems to be far from the norm. Does anyone else have a similar set up in a newer flat?

Has anyone gone from this set-up to individual meters and seen their costs dramatically rise, or fall?
