The reason that the buls have reflectors is because they are enclosed. The reflector helps to direct the heat away from the fitting as well as directing the light.

It would be best to get the electrician who fitted the light to come back and check where the screws have come from. They could be the screws that are supposed to hold it to the ceiling. You don't want it falling down

I am not going to get drawn into any comments about a screw loose.
