House prices in bids

I am looking to buy a house. Lets say that the offering price is X.

A well known realtor is going through a round of offers in order to sell the property.

He says offers can be lower, the same or even higher.

For me this is a strange concept. Where I come from, offers can be the same as asking price or lower, but not higher.

How normal is it in Switzerland to bid higher amounts than the price asked for a house?

Why not? If someone really wants the property, and wants to prevent others from getting it. why not bid higher.

On our place, our realtor told us we bid too low, but one more round of bids were allowed, so we bid higher and won. Of course we do not know for sure, but for us the house was worth it.

Just bid what you are prepared to pay and no more.

It is the norm in Scotland to offer more than the for sale price.

I disagree with - We did not start with our highest bid, indeed, we would have been prepared to pay more. I think it's vital to decide your maximum and not go above that - with that I agree 100%.

I am/was assuming it is sealed bids with a deadline/opening date.

Not really, its not so straight. There is a fuzzy-fudgy period in which they try to raise everyone's bids.

But I'm not entering their game. I'll send a fixed bid with a tighter deadline for its validity, so that they can't use my bid to play around with it with other bidders. I hope it works.
