You should doublecheck your rental agreement and see if the nebenkosten is listed out specifically with each line item and whether or not it is checked off as akonto or pauschal. Akonto means that the landlord can adjust the specific nebenkosten to the actual costs...this also means that you can get a rebate but I have never heard of that...pauschal means that it is all included and you do not need to pay anything additional.

If you want to follow up thoroughly, you can cross check the invoices to make sure the item is part of the akonto and not the pauschal group and to see the amount allocated to the flat (usually based on size and not necessarily usage)

We had a 96m2 apartment with CHF250 NK per month and got seperate bills from IWB for utilities. Every year (=3) we would get a reduction on the rent for one month when the landlord tallied up the costs of NK and worked out we had paid more than the necessary amount - generally around CHF500.

All situations are different I guess?
