I think not always the case.
I don't know the exact language they use, but with us the insurance purchaser is me so that I get my company discount. The car owner is my wife, who happens to also be the main driver, thus qualifying for better insurance rates.
And to answer the OP's question , yes, we had a second (cheaper) car under my name, and put her as the main driver so that we get the cheaper rate (she is swiss female, etc.).
