3rd party check of health insurance?

does anyone know anything about people at random being questioned about their health insurance? aparently my collegue got a call from someone who claimed that the Stadt authorities are doing random checks for health insurance. The idea is to "advise" people about their insurance and propose alternatives. As the person claimed, Stadt has given this job to a 3rd party. Has anyone else faced something similar recently? is it a rule or is it some kind of a scam? nowadays with a lot of scams one can't be sure whats genuine. The surprising thing is that if Stadt has records of an individual's insurance( at least for all foreigners) and if its about advise then why do people have to give an appointment to these guys?

SCAM!

The only thing the Stadt is interested in is that you actually have an active health insurance. If you have one, everything is o.k. If you do not have one, you have to get one - it is the law. What insurance company, what kind of plan, what franchise, all your problems.

The only services offered are this FAQ:

It's a scam.

They simply got your phone from the telephone directory, and try to sell you (most likely) useless and expensive insurance products you dont need.

Hi I want to rise this topic again because they just called me yesterday.
At the beginning I didn't quite understand what they were talking about. I thought it was something official and even accepted to have them coming home.

Then I searched in internet and found this thread. It reminded me of when they cold called me to my office phone offering financial services.
Today I have called them back to cancel the appointment and ask them to cancel any personal data they have from me.

I've also written Stadt Zürich warning about the scam and given them the phone numbers from where they called me.

I'm a bit surprised of this kind of techniques from cold callers.
