Swisscare / Exemption from swiss insurance expired

I ran into a bit of a questionable situation, and wonder if anybody has had a similar situation.

I've been in CH (Basel) since 2010, and as foreign student (PhD student) took a swisscare insurance. For this, I got an exemption from the obligatory swiss insurance system from the Kanton.

Now, I heard from a colleague that the exemption rules have changed (see here). I think the rule changes don't affect me, but it triggered me to look at my documents from 2010 again, and here comes the problem:

My exemption was only given up to May 2011, and I have never thought of asking for a renewed exemption. By now, even the 3 years that are stated as maximum have passed.

I've never gotten any letter from the Kanton. Does anybody know if this situation is a problem? Should I apply for a new exemption?

It's worth to note that I will graduate in a few months, and I expect to leave Switzerland after that (before summer).

So you still have the cheap health insurance? Keep your head down, and get the expensive one after you graduate, if you stay.

Look at the HMO options for normal health insurance, cheaper!

Thanks for the reply!

That sounds like a good option. I guess my biggest question is: if the Kanton starts to complain, would I have to re-pay insurance premium for the past years?
