I've made a short search and:
- 30% of insured receives the subsidy, so it is a massive social plan, and
- in one commune there was a proposal to make reception of said subsidy a reason for rejecting a naturalization request - but was rejected with 30 votes against 1:

So they want to know, among other things, if a person has been receiving social benefit in the previous three years.
That's great info, thanks Longbyt.
Personally, I don't remember having to provide any of that in the canton of Vaud.
I will look into it as it may be a cantonal ruling, I don't know.

I had the subsidy for the first year I was here. During that year I was more or less without work and was living on my savings.

It didn't affect my C permit application at all, but then again that was 6 years after I had the subsidy.

Of course YMMV

Nobody has yet shown any evidence it might hinder a C permit or passport application. As a third of the insured (so basically a third of population) have this subsidy, and nowhere I could find it labelled as "social help", I think it doesn't qualify as a social help, but simply a redistribution plan, which in other socialist countries happens by making the health insurance another tax on salary.

This is exactly what I was going to say. I happened to be in the office this morning about an unrelated matter and took the opportunity to ask them.

In Neuchâtel at least receiving health insurance subsidies alone would not affect ability to obtain a C permit but may be taken into consideration when applying for naturalisation. In case of naturalisation they look at a number of factors and it would only be an issue if the person had been receiving subsidies over a long period of time and usually in conjunction with other benefits.

This was the info I was given this morning and is only applicable to canton Neuchâtel. Other cantons may apply different criteria.

I received this AHV paper for Ausgleichskasse today, can I just ignore it? Obviously I would not be considered with my salary and wouldn't want it anyway but should I still reply back or is it just if you want it? A German speaker would be appreciated as google translate is not very helpful.

Yes, you can ignore it. This document is mainly informing you that the possibility exists.

When my husband moved to Switzerland (Luzern), he received such a notice right away. We just ignored it. In any case he would not qualify for a subsidy.

Quite what one would expect of Switzerland approach to foreigner integration. For a one blue-collar worker salary for a 2+2 family 100% is eligible for a subsidy which would be about about 20-30% of their net salary. So a degressive system is deployed like nowhere in Europe or US (medicare covers the working poor), and then the immigrants would be told - if you take it, then you're screwed, pushing them into poverty and making an actual integration of the next generation harder as well - the more hardship the less chances for success in education, that everybody knows.

Hi, first many thanks to jenny for this useful post (and for others that I've dig up during my search). I looked it up even with the Google powered search but can't seem to find the answer.

We are an EU coupe with one child, we arrived in December 2015 and I think we might be eligible for the subsidy in ZH. However we live in kanton Zurich until June and in Zurich city from July on.

Can we apply if it's not been a year that we are in Switzerland? And if we can, should I send the request to the kanton or the city link posted in the original post?

Thank you so much in advance. We are struggling a bit and any help we could get would be great for us.

Are those carte legitimation eligible for health insurance subsidy. We all know that they benefit from not paying tax. But what if he/she have dependent with and with below average income, and outside swiss labor law. Just asking..
