Rejected insurance exemption and next steps

Hi all,
I am an EU citizen, L permit, 6 months (paid) internship in Bern.
I applied for medical insurance exemption, as many of my colleagues but got rejected.
I have been told that wheter there is revenue (no matter how little they are) then there is need for medical insurance.

This is what it states: "Frau xx ist verpflichtet, entweder bei einer schweizerischen krankenversicherung eine grundversicherung nach KVG abzuschliessen oder sich bei einer krankenversicherung fur person in aus-/weiterbildung zu versichern, welch den versichereunsschutz einer grundversicherung nach KVG gewahrt".

I heard of Swisscare insurance for (as it state son website) students, interns and au-pairs.
As I am not enrolled in University, do you know if I can be eligible for a policy with Swisscare which will be good enough for KVG too?

You can get insured by Swisscare if you are a Praktikant. I assume though that your contract must explicitly mention that you are doing an internship..?

Indeed:

"All foreign students, phds, interns, au pairs living temporarily in Switzerland – Liechtenstein for a minimum duration of 3 months must apply for a health insurance plan that complies with the Swiss national health insurance scheme KVG-LAMal.

Swisscare Studentpass currently has the best solution in Switzerland – Liechtenstein. The plan is offered exclusively through the internet and is completely paperless. The plan includes the benefits of the Swiss/Li law KVG-LAMal,is without any medical questionnaire and is recognized in all cantons that apply article 2.4. KVV (24 cantons in total)."

Unless you are in one of the 2 cantons where you can't.

May I ask the difference between intern and Praktikanten? As on the contract I signed (which is in German) it says Praktikanten.

Also, how can I find out what are the 2 Cantons not part of this agreement?

'Intern' is English, 'Praktikant' is German.

English: "All foreign students, phds, interns, au pairs"
German: "Alle ausländische Studenten, PHD’s, Praktikanten und Aupairs"

It will depend a bit also on how much you earn. In the end the Kanton decides. Apply for Swisscare, and apply for an exemption with that policy. If you are rejected again, Swisscare should refund you and you will have time to get a Swiss insurance.

But if one has a foreign insurance recognized by KVG, the quotation's requirement would still be fullfilled.


Once the rule was that if one is from a country that has a bilateral agreement with Switzerland (e.g. Germany had, Italy had not, i.e. German students' German insurance was good enough for CH, Italian was not), one wouldn't need, as a student, any Swiss insurance company. No idea if this is still the case. I would contact KVG office in Solothurn directly, in case.

Hello Tom,

I know it's a pretty old post but I'm looking into health insurances and exemptions. I saw you said there are 2 cantons where Swisscare wouldn't work. I have Swisscare already and was exempted from compulsory insurance in Geneva. However, I am now living in Ticino and would like to know if I can get an exemption here with my Swisscare contract as well. Is Ticino, by any chance, one of the two cantons??
