Mandatory health insurance without employment?

Hello,

I've not yet found solid answer(s) to this situation.

My partner who moved to Switzerland with me from August does not have employment, I understand I will still need to pay for the monthly insurance for her.

Since she doesn't even have the permit yet (still being processed) and we recently changed cantons from GE to VD (and applied for new permit), will it be backdated? Will there be any cost reductions for her?

What would be the best course of action?
