Unemployed in Ticino - URC (RAV) and AVS?

Hello everyone,

I am living in Ticino since Sep 2019 with a Permit B / family reunion, unemployed, looking for a job since then but I couldn't find any yet. I managed my health insurance but things started getting little more complicated about this AVS thing. I have 2 questions:

- I received a letter form the AVS Service states that I have to call them. If I understood correctly (It was in German, which I am not perfect at) "I have to pay a mandatory pension fund". I am unemployed and financial status couldn't bear any more mandatory insurances until I find a job. I couldn't find information on ch.ch. Anybody knows?

- I applied to an URC/RAV (Unemployment) office for help in finding a job but I learned that they are "tracking me while I am looking for a job". Will they pay me unemployment money despite I am not a citizen? If not, what are their primary purpose then? Should I did it wrong by applying to URC (RAV) office?

Anybody knows what should I do / Who should I see? I really need help in English.

There is a basic contribution that is not related to employment nor earnings: https://www.ch.ch/en/ahv-persons-not...-in-employment
You should read some more information about the three-pillar pension system, and particularly the 1st. It's the second most important thing after the health insurance, I think.

I think not, because you never paid contributions in Switzerland: "Unemployment benefits: compensation for loss of income for a salaried person. The duration of compensation depends on a person’s age, maintenance obligations and contributions made."

Basic AHV is CHF 450/year or so, unless you have a working spouse who pays at least 2x that, in which case you pay nothing.

Why did they contact you in German rather than in Italian?

Thank you a thousand times who answered.

I checked the links you've sent and I believe we fall under the following statement in the "Beiträge der Nichterwerbstätigen an die AHV, die IV und die EO" document (p.3):

Sie müssen keine eigenen Beiträge bezahlen, wenn Ihre Ehefrau oder Ihr Ehemann im Sinne der AHV erwerbstätig ist (siehe „Auf einen Blick“) und mindestens Beiträge in der Höhe von 992 Franken pro Jahr (doppelter Mindestbeitrag) entrichtet.

"You do not have to pay your own contributions if your wife or husband is employed for the purposes of the AHV (see "At a glance") and pays at least CHF 992 per year (double minimum contribution). "
So, you are right @curley.

Because I don't know Italian and it is very difficult to find someone speaking English in the public administrations. When they say "Deutsch? Aber nur ein bisschen" Ich sage "OK"
