Hello everyone!
I am an EU student and I am" co-insured with a person with privileges" (my parents). This category is legible for potential exemption as seen here: https://www.zh.ch/en/gesundheit/kran...tml#-369227540
Nevertheless, I do not have a European Health insurance Card since I am not insured by an EU state, but by the institutional insurance fund of the institution tha my parents work for (I do not want to disclose  ). I have applied for such an exemption on September and I haven't received any reply since.
In my application I have enclosed 2 out of the 3 required documents: - Copy of the currently valid insurance policy / the currently valid insurance certificate
- Confirmation of inclusion in the health insurance scheme of the institutional beneficiary
But not the last one: - Confirmation form V, signed and stamped by the competent authority of the institutional beneficiary / foreign / private health insurer
This is because the insurance fund of the institution doesn't want to sign and stamp the document for legal reasons... (They says that it is not regarded as private insurance company thus not enabling the to sign such documents. They don't give further details).
So, sorry for the long intro. My questions are: - If my application for exemption is rejected can I apply for Swisscare? That technically counts as a second exemption application....(?). Is this allowed?
- Do you think I have any chances for exemption

What permit do you have? or do you happen to have swiss nationality?
Is the organisation your parents work for located in switzerland?
It could be that the insurance is not equivalent, thus they don't want to sign, therefore per the webpage, it is not valid exemption.

Hey thanks for answering. I have B permit. The institution is an EU institution. From what I have read on what the insurance covers world wide, it should be equivalent to the basic Swiss one... Nevertheless, the insurance fund states that is not legally allowed (whatever that means for the institution) to sign such forms, since it's not a private insurance company. They didn't state anything along the lines: "we are not signing since we do not cover the KVG requirements).

The insurance must be LaMAL equivalent. If the organisation is not in CH, like most foreign insurances, it most likely is not swiss LaMAL equivalent. I think therein lies the problem. The organisations I know in CH are LaMAL equivalent because they have to be. Per the website, I think you are out of luck for the exemption as it requires that it be equivalent and its not.

Also, do you have any leads regarding "If my application for exemption is rejected can I apply for Swisscare? That technically counts as a second exemption application....(?). Is this allowed?"

Does anyone have a clue about this? I haven't found anything on the web regarding that info :/. This is what I am most concerned with, since going to a full KVG Swiss insurance an extreme burden for me...

I think I am not because I am insured by the insurance scheme/fund provided to the officers working for the EU institution (my parents). While the European Health Insurance card is provided by an EU state. I am insured by this fund not by an EU state.

In my view if your parents would work in CH for EU institution, then it has to comply with local requirements for health insurance, hence it would be all good for you.
Now if your parents work in France for example, and you as a child get the benefit of using this insurance, but decide to move to CH to study, there is no guarantee that insurance will be accepted here for exemption.
I also think you should get EHIC too, because if your parents travel from work place to another EU country, they should be insured while abroad. An EHIC card is not LAMAL compatible insurance. It only covers urgent medical treatment to allow you to travel home. It's a long way from what normal health insurance (LAMAL) would cover.

EU students with EHIC (almost) always get an exemption: https://ethz.ch/en/studies/internati...urance/eu.html
