creative accounting with health insurances: rates go up, not down

A while back I read the article on Swisster that premiums would go down (in some cantons, or modestly up in others). In Vaud there would be a ~2.5% rise.

You can imagine my surprise when my premium jumped 16% ! What is going on here?

I asked my HR department, and this is what I was told:

Vaud has 3 categories, and the canton decided to move some regions
into a different category.

So yes the rates hardly go up or down for 2008-2009 in the different categories, but since we are now in a different category, it did jump 16%!

So the press reports: rates go down! Technically they are correct, but they did not report the whole story.

Most people will think: excellent news!

Some people read the fine print: mmmm.. some rates in some cantons will go up but not too much, so that is not too bad. They think, I am happy with that.

In certain regions people get the sticker shock of seeing a 16% rise! They get a heart attack and need (expensive) medical assistance, resulting in
a much higher premium rise in 2010 for all of Switzerland

If the increase is so high can you not look around for a lower price, and change companies, i got a phone call the other day asking me if i wanted to change my insurance because other companys where going to increase there prices alot, but them not Sorry i cannot remember the name of the company, but maybe you will also get a phone call asking if you want to swap for a lower rate

Canton VD has higher medical insurance rates than most other Cantons. That is historical. Partly due to high tech facilities at CHUV Lausanne. Partly due to inefficiencies?
