They probably did. However the doctor was a complete idiot in not thinking about the consequences of his actions ( it is a defacto military state after all ).
So what is to happen to him? He has undermined the work of legitimate health agencies, led the Americans to the hideout of a known terrorist who was probably being actively aided by the ISI, embarrassed the Pakistani government and made the Pakistani authorities look like idiots.
Somehow, I don't think he will be needing a pension plan.
