As far as I can recall, it's more common after big college games than for professional sports championships. There's a higher concentration of drunk young men at the college games.

Your example above is within the stadium no? Vancouver fans trashed the city centre.

thousands of people standing around and not stopping those scum bags, instead filming it on there phones in the hope of some youtube glory.
Police who have been hamstrung by the loonie liberals, so instead of steaming in at the first sign of trouble have to stand back and ask very politely if you really wouldn't mind stopping rioting.
I hope all those youtube videos come back and bite those idiots on the arse.

Even in the semi-finals of Swiss hockey, there were more riot police out for the hooligans than VPD personal in VanCity after the game. The difference is that the hooligans here fight each other, and the dissapointed Canuck fans take it out on "the man". Not condoning it by any means, but it was expected. Happens in Montreal fairly often. Would be the same and worse in Toronto, if the Leafs ever made the playoffs.

In terms of riots on the global scale, this was just a little civil unrest with some showy fires, with no future global impact.

That and we have a press corps that just drools over anything with good video and no research necessary. Conclusions based on personal impressions aren't worth much, esp since Eurohooligans were the real professionals while the North Americans were still trying to figure out how to insult each other effectively.
