I don't understand what the demand is.

Is it just to table the bill in parliament? If so, without support from any party how does he expect it to pass?

Is it to pass the bill? How can government force the law makers to pass a bill? Indian Constitution doesn't provide an option like that. Not to mention, the fraction of people supporting the bill and coming out in streets is very small compared to the population.
