There's not much to understand. People like power and tend to pathologically inflict the cruelty of their upbringing on the next generation. While we may have lost some perspective and are debating the issue from our cushy seats in front of computer screens, for the truly desperate and oppresed people who are in the know of life elsewhere, the jury is in.

Those that do change their ways tend to find the changes positive ones. I doubt there are many second generation immigrant women with their clitori intact thinking, "My mother didn't have one and maybe she was on to something. Let's get that tradition going again. "

Because:

1. the men think its beneath them to carry out such procedures
2. these women are part of a vicious cycle: their mothers and aunty did it to them when they were younger, so they pass on the "tradition" by doing it to their daughters.

No one came and educated them that its a totally useless and barbaric practice, and that the rest of the world has moved on. Even if they know it is wrong, they blindly follow it because its the way it has been done for centuries.

In my own words: they dont know any better!

Surely in most (all?) cultures that have this practice men are not allowed to perform this operation?

All types of Judaism except for Orthodox Judaism allow female mohels, called mohelot.

Except it was carried out in the US , up to 1970s - by doctors of both sexes.
What's interesting is that folks from certain parts of the world defend their extreme traditions as not being "mutilation" despite such things being exact fits for the definition of that word.
