This was no split-second decision as the caretaker had already told them there was no gun and to not shoot, and had had time to lay down.
IMO one of the main reasons is that they're allowed to shoot to kill if they *believe* something *may* pose a danger. You can spin any and every situation to fulfill these requirements, that means there's no risk of punishment. While they obviously need considerable leeway, blatant cases should still have grave consequences.

No where and not yet.
But 5 breakins occured in the month of June and July into shooting ranges in the cantons Solothurn and Basel Land. Weapons, ammonition, and locks (the lock, stock, barrel kind, not the lock, key, door kind) found new owner. Surprise, surprise that the autistic man ignored the orders ...... and who on earth yells at an authistic person?!
Police officers involved in such cases must be dismissed immediately and taken to court for their actions. As long as the US does not do this systematically nothing will change. Does the US actually call itself a "Rechtsstaat" (nation of law)?

What an awful season it has been! My prayers and sympathy with people affected by this. (What else can one do if introducing the security and trying to implement guns laws both fail). The world must have gone insane.
