News just in, tsunami alerts on east cost after an M7.9 in the Philipines.

it's not confirmed that there is a tsunami, just an earthquake and the warnings in Japan are triggered.

Depends on a multitude of factors, including strength of earthquake, type of earthquake, and distance from epicenter. From Phillippines to Japan, anywhere up to 4 hours, based on NOAA maps.
