I think this is all semantics. Cannut is just saying, I think, that while they were cut down, it wasn't for a parade. Perhaps originally they had planned it that way, in the end the parade was not allowed.

Still not an apt comparison as 180 million seedlings won't get any individual inspection whereas 800 trees would, at least periodically. And widely spaced saplings won't suffer the same competition pressure as 90 million closely spaced ones.
