Nobody questions that Russia has not achieved any of its targets. But it is undoubtedly making some progress in the Donbas (at enormous cost) and even if its offensive stalls, I doubt Ukraine can push them back to their pre-war positions.
Which means Russia will sit on that land and this will be another forever conflict that will cost Ukraine, Russia and the West a lot.
