There is a UN resolution calling upon Member States with the requisite capacity to take “all necessary measures” to prevent and suppress its terrorist acts on territory under its control in Syria and Iraq. I don't think the UN would adopt such a resolution if ISIS only killed black/brown people, but it provides a legal base to bomb ISIS none the less.

Assad is a brutal dictator who is hated by the majority of Syrians, tortures and starves whoever disagrees with him - If there was no UN resolution, does it mean that he would be free to continue ?
