When the UK exits, presumable in two years, the treaty conditions will no longer exist to allow Ireland to continue as a CTA member. As it requires a treaty change, it cannot be agreed at the exit negotiations, the best that can be hoped for is an agreement to propose a change at some later date.

As usual they're trying to skirt round the fact that if the UK leaves the Single Market a customs border of some form is unavoidable. Controls on people, otoh, are down to the UK and Eire bilaterally.

Once the UK leaves the EU, Ireland can no longer participate in such an agreement as it would no longer be an agreement between member states - this is specifically covered by the treaties.
