A bipartisan censure vote wouldn't change anything for Trump. However, it might help some of the Rs who will face difficult re-elections to claim they took the process a bit more seriously.

"Hey, he did something wrong but it wasn't enough to remove him from office. So we censured him instead. Job done, see??"

In all fairness the Democrats have made everything so far so easy for Trump. The impeachment itself was weak and lacking impact, they couldn't get that vain prima donna Bolton who thought he's a smoking gun and that marketing for his book would be more impactful during the Senate trial and then allowed Trump to have his best week ever by not being able to even count their internal votes. Right now he's positioned himself as the defender of the US vs. the incompetent Democrats and to be honest, the Democrats right now are indeed incompetent. When do they learn?! After Hillary they should have been rock solid in this election campaign and right now they are an absolute laughing stock. Pelossi tearing his speech is nothing but powerless anger which play into Trumps hand.

That is the dilemma for the Dems,. I am sure they want to protect their witnesses but without helping those Rs who are in swing elections.

Maybe they are waiting to see what else he does, like firing the alleged whistleblower.
