It happens in various ways, including gerrymandering as someone just mentioned. It's also often used to remove black votes, thus favoring Republicans. For example:

"In July 2017, Kemp’s office purged nearly 600,000 people, or 8 percent of the state’s registered voters, from the rolls; an estimated 107,000 of them were cut simply because they hadn’t voted in recent elections. This year, Kemp has blocked the registration of 53,000 state residents, 70 percent of whom are African-American and therefore could be reasonably expected to vote for Abrams."

It's also why Congress passed the Voting Rights Act in 1965, requiring states that had historically made it harder for minorities (particularly African Americans) to register and vote get federal approval for any changes to voting laws. There were poll taxes, literacy tests, etc. The latest tactics are voter ID, limiting early voting, limiting absentee voting, and restricting voter registration timelines.

Do a little reading about the US voting system in the South prior to the mid 60s and you will soon see. It's horribly easy to fiddle with the rules to make any given target group less likely to vote. Even if the same rules apply to everyone it's pretty simple to introduce prejudice if you are so minded.

Or perhaps institutional racism doesn't bother you?

You move the next nearest polling station to be as far as possible from a public transport stop, absolutely not a mixture of racism and class discrimination.

Compare the demographics of voting places that were closed versus those that remained open. Ok, so might not be that difficult after all...just had to think on it a bit. I think the analysis has been done. It‘s a bit like gerrymandering. If you look at the coverage of districts on a map, they make no sense until you take into account the demographics of the people living there.
