Propely the two things which have been postponed the most: BER and Brexit.
So the question is what will happen sooner?
The opening of Berlins new Airport BER (scheduled 2020 http://www.istderberschonfertig.de/)
The end of Brexit either by an actual hard or soft Brexit or withdrawing of leave notice.
Poll closes on December 12, 2019 the date of the UK General Elections.

Sorry to be a pedant but BER already exists. It is the 3 letter code for the metropolitan Berlin area. I.e. the code designates any and all airports for Berlin. Each Berlin airport has its own three letter designator (TXL, SXF)
We won’t know, until it opens, what the IATA or ICAO codes will be.
Three letter codes are in (very) short supply and IATA doesn’t like to waste them.

Neither Los Angeles nor Atlanta have more than one commercial airport. But look at NYC - JFK/EWR/LGA, or WAS - IAD/DCA.
The new Berlin airport will either be assigned SXF (as it shares a runway with Scönfield) or it will have its own code. It will be included in the Berlin Metropolitan area (BER) but it will have its own airport code.
And it wont be BBI as that is used by Bhubaneswar, India.
The need for the two types of codes is so an agent can ask for flights to a specific airport or for all airports.
And apologies for being such a pedant ...

It would be a huge issue if a commercial flight lands at that new airport.... as TXL will have to be closed 6 months after that. And we all know how open that new airport is.

But that does not mean that the not yet opened airport does not have the IATA 3 letter code BER. And as said BER is also the code for the corresponding metropolitan area which includes BER, TXL, and SXF. As there are only flights to TXL or SXF, only does are shown when you use BER (metropolitan area) to lookup flights but none to BER (airport) as there are currently no flights to the not yet opened airport.

LON = LGW, LHR, LTN, LCY, SOU. You can search for flights to LON, but you can only book flights to LGW, LHR, LTN, LCY or SOU. You can’t book a flight to LON.
You baggage tag won’t show LON, it will show the airport
IATA hasn’t assigned a code, yet, for the new airport because it is not yet possible to book a flight there. Once you can IATA will assign a code, and it won’t be BER.
ONT = Ontario, CA, BUR = Burbank, LGB = Long Beach, none of which are in Los Angeles.
