EU vehicle number plates

These days EU number plates / registration plates on vehicles have a blue strip on the left hand side which typically has the circle of stars for the EU and below it the code for the country (eg, NL, D, E etc).

In most countries this is now standard for all new plates issues, but old plates that don't have the feature continue to be tolerated.

In GB, AFAIK, motorists were able to chose between the EU label and some other variants that did no have EU branding, eg, St George's Cross, Scottish Saltire etc.

Also some non EU countries have introduced similar blue bands but without the stars. For example Bosnia.

But what i recently saw was a German car, Berlin registered, quite an expensive looking Mercedes, that didn't have the blue strip but instead had a German flag in its place and the D.

Is this an option that is technically offered but that just nobody typically wants? Or ws it maybe a diplomatic plate? Or is it something else?
