There is a huge distinction between legal and illegal immigration.

The best immigration systems I have seen were in Canada, New Zealand, Australia where it was a point based system where people were selected based on needs and the needed categories were dynamic. They weren't only needing medical professionals or engineers but if their labor statistics determined they needed bricklayers then bricklayers were also given a simple path to residency.
