Newspapers report the documents were found in the Penn Biden Center in Washington which was opened in February 2018 long after Biden ceased to be VP.
Their web site says: "As a research unit within the University of Pennsylvania, the Penn Biden Center will remain completely independent of the Biden administration, and the analysis and opinions of its staff and affiliated scholars will reflect their personal views alone, and not necessarily those of the University of Pennsylvania."
So describing it as Biden's private office is a bit of a stretch.
Much as I dislike conspiracy theories one does wonder about a "false flag".

1) Biden's old stuff was locked in a room at Penn center...not so at MaL, where anyone could have picked up and fondled currently important docs.
2) Nat'l Archives immediately took the docs into custody with full cooperation.

I think all governments and corporations are pretty bad at managing classified documents / info, but the fact that there are sophisticated procedures in the US ensuring what happens when shit happens + relatively free press this tends to end up in the news. Not much interest if this happens in the Dominican republic, apart from local news maybe.
As much as we like to moan and make fun of the dysfunctional politics in the US (me among many!), their institutions tend to generally work and uphold professionalism on the whole despite the ruthless onslaught by politicians from both sides trying to subjugate them.

The other scenario is you start leaking that the secrets are nuclear related, only to retract it when everyone already has heard the lie.
Anyways, no valid reason for him to have the documents. He has no declass powers.
