German health ministry is discussing whether suggesting to Parliament (for possible implementation into law) that there should be a link between lockdowns and ICU patient count, rather than # of + tests. My OH reminded me that in April of 2020 I wondered aloud why + tests should govern lockdowns. I guess that back then the powers that be thought we could stop the pandemic by stamping out community transmission. Now they seem to be giving up on that idea.

At that time the correlation between +tests and later hospital admissions was pretty linear but hospital admissions occur with some 2 weeks delay. Thus relying on the # of + tests allowed for quicker reaction.

To all those who have had their 2 jabs this year and received your Covid vaccination certificates
or passports. That the likelihood now is that all these Covid vaccination certificates or passports
will come to an end - with a 5 to 6 month expiry date unless you get the booster vaccine
jab within a specified timeframe. BBC News - Covid injection protection waning in double jabbed

What I've seen mentioned is the load on hospitals, without further specification like ICU load. See for instance Die Zeit. I don't follow Germany that closely though.
