If I understood well, the issue is that there is the risk of a leak . Deficient maintenance, risky operation protocols, waste storage, it can be anything.
The other option is the leak already happened. So, which neighbor can detect it? Japan, India, South Korea, Australia? I'd worry that Japan would hide the data for a while to avoid hurting the Olympics. I want to believe SK, AU, and IN would have no reason to delay the truth.

The leak is within the primary circuit. So, there should be no connection with radiation testing outside the plant. Unless the whole circuit design is faulty.
Speaking of leaks, the French reached out to the American government (U.S. Department of Energy). The usual CIA whore, CNN, reported this. Now, that is a leak that will make the world less secure as a U.S. ally see its confidential information sharing abused for short-term political advantage.

Yes, it can be "non-news" but, because of huge political and commercial interests involved, we will have to endure hearing a lot more about it.
The USA has set it self a goal as a dominant supplier in nuclear, soon to be presented as GREEN, energy technologies. No opportunity to undermine Chinese, French (and of course Russian) contributions in this field can be missed.

The earlier report said that the Chinese authorities have raised the safety limits for the area surrounding the plant .

The Department of Energy does not have a mandate to pursue nuclear investigation and analysis in non-allied countries. The CIA does, for both civilian and military atom under the assumption that one can lead to the other.
