Normally. But that article seems quite out there and a bit contradictory.
ETA: Actually, now that I look at it again, the title of this thread is the problem as that's not what the article is saying. The first time I read it I sort of carried the title of the thread over to the article in my mind and skimmed it only. Just goes to show one should read more thoroughly before commenting!

A senior Nato official who said children may be safer growing up in Kabul than London or Glasgow has sought to distance himself from his comments.

I am just reading "the kite runner" , by Khaled Hosseini, it is the second novel of his that i read and though it is a novel i think it probobly is based on real experience and it describes such a painful reality that makes me think , safe in what way? that they chop off the hands of thieves, behead whoever does not agree? are beyond international court or criticism ?
In short sometimes the crime rate does not indicate the reality of people living without the ability to make a choice.
Another important item in the news was about how there are teaching the law of Islam ,well fundemental Islam, to children in a British school, like the rule of chopping hands off, will this convince future potential thieves not to steal ? perhaps but at what price
