It is the answer to the ill posed question, "What color has this dress?"
Because it can mean:
- "What are the actual colors of the actual dress expressed in X,Y,Z"
This one needs the actual dress and a colorimeter
- "What are the actual colors of the actual dress expressed in color names"
This one needs the manufactures description of the dress, or the actual dress a defined lightning and then a bunch of people arguing about color names.
- "What are the raw R,G,B values of the colors in this particular file"
Thats an "easy" one. For a single pixel I exactly say what it is. It gets more complicated if we discuss an area.
- "What are the X,Y,Z values of this photo using the correct color space"
What is the correct color space sRGB, most likely?
- "What are the X,Y,Z values of this photo after adjusting white point, black point, gamma adjustment, and in the correct color space.
Wait why do we have to do the adjustment, cannot we trust that the measuring device (a.k.a camera phone) did it correct? What is the correct black and white point, what gamma correction must be used. What is the transfer function of the sensor and what gamma correction was used for coding?

-"What are the colors of the dress by name you perceive using your display, background, your actual surrounding lightning condition"

-"What are the colors by name you perceive using your display, background, actual surrounding lightning condition when you only look a individual patches but not the actual photo as whole"
Thats an interesting one and will give you different results then the above or the next one.

-"What do you think what are the actual colors by name of the actual dress depicted in this photo"
Thats where surrounding, previous knowledge, and inherent assumptions comes into play.

Which one is asked, which one is actually answered?

A mother wouldn't wear white and gold to her daughter's wedding so it's got to be blue and black.

But I only see it at white and gold and it disturbs me very much that my reality could perhaps be a perception.

It's an interesting concept that is highlighted so well by the certain colors in the photo. I can actually see either brown/white or blue/black depending on what I focus on before seeing the picture and I went to Google to learn more about it.

What I find most amusing though, is that so many people simply cannot accept that other people could perceive something differently to themselves. "What I see is right and you are clearly wrong or just have bad eyesight" is what you see all over the internet regarding this photo.

I honestly only saw white and gold until reading the DM article linked. It then seemed like the colours changed to black and clue as I scrolled down. Very weird.

I see both. If I pan the image down using the up arrow key, I see Black and Blue. If I pan the image up using the down arrow key, I see White and Gold. I think it depends on what you adjust your eyes to when the image hits your screen. It works without focusing directly on the image. It is most obvious the top and bottom edges of the image.

Yes, as I think I already commented.

It would seem that some of us, when confronted with the question, will answer with what the colours on the screen really are, whereas others seem to interpret the results depending on background, lighting, or whatever, into what colour they perceive the dress as being. Not the same question at all.

Exactly. My eyes see low-saturated light blue with some equally low-saturated beige and tan stuff on it, a bad photo with very poor white balance. My brain, however, trained by thousands of photos with bad white-balance, almost automatically thinks the dress may be white or -ish, and the reflections tell my brain that the darker parts may be gold; ok, not real gold, because for that the dress looks too cheap, but yaknowaddamean.
