It is very common in Greece, particularly where there are cess tanks rather than a house being linked to the main drain. I never flush paper at OH's mum's house in Athens, and his brother built two island holiday homes up a mountain a few years ago which have a cess tank, so we never flush paper there either.
Mexico is the same way. As a matter of fact, I found out here in Texas, especially the further south you go, people put used TP in bins in the restrooms out of habit.
