French - help with English to French translation

Hello everyone,

I have a text to translate from English to French for Tuesday, and there are some sentences I really don't know how to translate correctly even tho I tried to do more researches about it. I understand the context of the sentences, but translating some to French is really complex. I tried my best.

The text is about 'Opiate Epidemic', that is literally the title. It is about children of parents using drugs in the United States. It mentions some associations, what kind of help those children and parents can get. There is this sentence I tried to translate but I'm struggling with the end because I'm not sure about the meaning :
  • Children services agencies struggle to find homes for these children, who are often babies in need of a loving family either temporarily while the parent recovers from the addiction or permanently when the parent has died from an overdose or had her/his rights severed.

I translated :
Les agences de service pour l’enfance sont en difficulté pour trouver un foyer à ces enfants, qui sont souvent des bébés dans le besoin d’une famille aimante soit temporairement pendant que le parent se remet de son addiction ou définitivement lorsque le parent est mort/décédé d’une overdose ou a ses droits rompus.

Also, what does this sentence mean?
  • The system’s historic reliance on kinship families has been checked

I get what each words mean, but altogether it is confusing me...

Another one is this :
  • Kentucky START has been rated as “Promising Research Evidence” on the California Evidence-Based Clearinghouse for Child Welfare.

I translated it as "le témoignage de recherche prometteur", do you think it is correct?

The final one is this one :
  • Caseworkers are often the first responders to assess homes with opioid-addicted parents.

I translated : "Les assistants sociaux sont souvent les premières personnes intervenantes pour évaluer les foyers avec des parents addicts aux opiacés". Am I right?

Not easy without the full context. But here is my go (I am a native Frech speaker)

La dépendance historique sur les membres de la famille a été vérifiée.

Recherche d'évidence prometteuse

Yes, well done for last sentence, you got it. There would be many other ways to word it- but yours is just as good as any.

had his/her rights severed - dont les droits ont été retirés

You are welcome- But it is specialist linguo- so you never quite know what is current usage in that field. I used to translate for the Pharmaceutical industry and later engineering, in the UK- and had to spend a lot of time studying material from French and German competitors in the same field- to make sure I'd got it right. And ask all my medic friends.

Exactly, therefore I registered on this forum, I really didn't know how to correctly translater those particular sentences. I study Law and English at the same time, but usually our texts are about judicial context or have judicial vocabulary. Here, the text was about a complete another topic, of course it was really interesting to study but also really tricky to translate.

I'm really thankful you could help me!

I think for the first one it is a case of bad English. Rather than say “had his/her rights severed” I’d use “had their rights withdrawn”. Perhaps severed is a specific legal term, but it wouldn’t be used in conversation.
