If you are not de-register, then you will receive the yearly tax declaration form and you have to continue to pay the health insurance which is pretty expensive in Switzerland.
You can stay away up to one year without de-register for example to travel or just beeing away. For example I was asking once my gemeinde the tax group and they told me that under 3 months I even can't or shouldn't deregister.
If you are really not intend comming back , I would in your case deregister when leaving or latest after a couple of month when you know you won't come back.And remember normally you must be personally present at the Gemeinde for deregister.
If you don't register at all you will possibly have to explain the tax dep what you have done in this time without income. I think it is more a tax issue in the end then something other.
In your case I would before leaving check the work possibilties in Norway, if you see that it is possibly to find a job in a short time then I would deregister.
