Do recruitment consultant place candidate?

Hello Everyone...

Was just thinking whether recruitment consultant really place candidate in company or they just fill their database.Have seen some advertisement which matches my profile but they do not consider it. And also have seen one advertisement for a very long time

Do they give first preference to EU citizen and then others.

Recruitment consultants find candidates for positions. Not the other way round. (Well, very rarely).

Some agencies post ads just to harvest CVs.

EU citizens are given preference for jobs in Switzerland over non-EUs.

Recruitment consultants work for whoever pay them.

Everything else is just collateral damage.

common sense really .. how do you think they make a living??
just filling databases doesn't pay anyone's bills...
