But she never mentioned she has been to the police, and I also suspect your advice went "blank" (ie she did not follow it).

Sounds very odd. Ok if he really was a cop undercover I guess that he would not take the risk to be seen just to go back and give you a better explanation.
I would put up some camera surveillance for the hopefully never occurring "next time".

Genuin question: Am I wrong assuming that policemen would not come alone to people's door? I would expect them to be two policemen together. Maybe a wrong assumption, feel free to enlighten me.

It's possible that if they were checking out all the neigbours that a partner might have been elsewhere in the building.
I suppose this is Switzerland and not downtown Baltimore.

But generally, it's an officer safety issue to do anything alone.
If it was a legit cop, then his partner may have been waiting outside or at the front door of the house.
But I am curious... was OP's husband gone for 2 months also? Because it really does sound like they'd been casing the place, either deciding 2:00pm was a good time because nobody is ever home then, or both residents were out of town...
Nevertheless. as others said, go to the Police station and report a suspicious person presenting himself as a cop. They'll likely ask you for a name, which is another indication... when an officer shows you his creds, he is also supposed to present himself by giving his name. Further, if he wanted information, it would have been professional for an investigator to leave a business card.
So... definitely report it without delay, and be prepared to give a description. If your building has cameras then maybe his face is on tape, too.

That's why he tried to enter her apartment... You know, to discuss detective stories in the middle of the night in front of a nice cup of tea with that lonely woman.
But yes in case of any doubts it's better to post on a public forum instead of contacting the police or ask the neighbors.
I tell you what: How about next time you see something suspicious like that, you invite the guy in and see what happens? You can always post a nice topic on how "strange undercover policeman" are nice or you can put a topic on the complain forum "Local police did a full search on me at night: allowed?"
