Help - Wheels on my Samsonite case need replacing

A few years ago I bought myself a really nice carry on Samsonite case like what the flight attendants use.

The trouble is the wheels are now cracked and need replacing. I have Googled and Youtubed for a DIY solution but to no avail. Apparently I can replace the wheels with roller blading wheels.

I can't get the bolt out to release the wheel. And neither can my handy hubby.

Does anybody know if the shoe repair people can do this?

The rest of the bag is in super excellent condition so I don't want to just chuck it...
