There is www.fgzo.ch
(Zurich Oberland) and they have both Motor and Glider membership.
For Motor, although resident in CH, I personally needed to do Theory
(PPL Motor) in England (with BAZL permission, over vacation(s)). Only German and French PPL-Theory existed in CH at the time. I did all the training, and Practical
Proficiency (incl. Exam) in CH with an English speaking Instructor/Examiner. The subsequent newer English Language
Proficiency Test was nevertheless easy in CH. :-) [This Test is arguably the only time I have had an advantage of a native Swiss person whilst in CH!]
One arguably can save costs by doing the training abroad now JAR is more broadly recognized/adopted, however you will still (normally) need to go through some Check-rides locally before being allowed to Charter.
However there is nothing like "learning (and integrating) in the environment that you are most likely to be in
", and CH (for me) is something special in many many many ways (especially from the air)!
