Shoveling snow

For the last few years in France each time it snowed I would go out and clear the stairs, drive way and paths of snow.

But here it works different I think, there are two guys who sometimes show up a few times a day, who clear the stairs, drive way of this 4 house complex of snow, right up to my front door.

Is this a government service as I am not paying them as far as I know.
Some mornings they are here before 7am

what is the story here?

In apartment blocks/rented accommodation it's up to the abwart (caretaker) or agency to do or organise this.
It will be included in your maintenance costs.

I guess you are right after all the electricity and heating is also included,

Which on French pricing makes one hell of a difference
