customs on package of personal belongings?

I read through previous posts about customs but most were dealing with purchases. Can someone please provide information about customs on a package of personal belongings (clothing, shoes, some toiletries, but not new)? I just moved to Switzerland a few week ago and received one large package of clothing just after arriving. It arrived fine and I didn't pay any charges. However a second, much smaller package arrived today with the same sort of items and I was charged 33 CHF in customs fees. the sender declared that the contents were worth less than 100. Any advice on how to send packages from abroad and avoid the steep customs fee next time?

Join LAS Burg in Germany near Basel, http://www.las-burg.de/hauptstrasse/

on a pair of shoes you pay about 3 in fees, but escape all the import charges.

You then import the package yourself, free of taxes & charges if under a value of SFr 300
