How do the police expect help, when they publish TWO pixelated photos?

Oh I forgot! Criminal's privacy overrides public safety...
Friends and family will be able to recognise the dude from the picture, also it's a last warning for the guy himself that he has about 10 days to turn himself in or they will release proper pictures for all to see.

They often do it first like this since judges in Western Europe often in their final punishment take along what already happened to the guy due to all of this, if he due to the spreading of the picture lost his wife and job, and neighbours throw in his windows they tend to give lower punishment, now the guy is fully warned and such is up to him and judges will given the fair warning this will happen nog take any bad side effects into consideration.

It's not always only about privacy.

Police proves they identified the suspect and sends out a warning for him to turn himself in. Unpixelated picture will be released if suspect doesn't show up.

Why? Multiple reasons.

If the guy is innocent, no image-harm is done. If the guy doesn't show up, clearly on the run/not innocent, picture is released and the manhunt shall begin

OK. Police prove they've got a photo of the suspect which may well identify him and send out a warning for him to turn himself in...

In the Blick article, the motif on his T-shirt was not pixelated and looks quite distinctive and maybe unique. It may even have his name on it.

They also "generally" don't do that. If the cops know who the guy is they'll go an arrest him. Simple as that. If they have a large group of suspects, for example in football riots, they often release pixelated photos and give people a chance to turn themselves in which saves a lot of costs and time. It's not done to give criminals lower sentences... and this would never be the case for rapists. That's a crime severe enought that suspects might run away...

I was just about to report this Tommy to the authorities, I though that was the culprit's name

I guess it's ain't easy to be:
1) a "media detective"
2) a proper local

Can we still say in the media that this Tommy touched inappropriately someone's torso?

Then he ends up on the pile of thousands of others who are wanted for whatever and they might do occasional checks..
